Best time to do an inspection?

It's definitely a must to do a pre-shipment inspection, but a During Production Check of 1 manday can also help to check for issues early on and fix them.

On the same topic, a Pre-Shipment Inspection should usually be aimed to be done at least 3 working days before the shipment so that there is enough time to discuss the defects with the supplier and having the products reworked.

Exactly right. And if you do decide to do an inspection earlier in the production to catch issues early on that is great. But remember that even if you do that, you always need to do that final inspection once all goods are 100% produced. Otherwise the message you would give is that no QC needs to be done and good don't need to be good quality after that earlier inspection. That would certainly be a big mistake. I know a few clients that also learned that lesson the hard way unfortunately!
